This version 6 document has now been largely superceded by the document
Transforming our Democracy and Political System for the 21^st Century
which makes firm proposals.

This document still has relevance in providing some extra underlying detail which is only summarised in the new document and which is referred to from that document. It also includes other ideas which at the time were not considered strong enough to incorporate in the new document.
